Shen is immobile and short-range, so on paper he's your kind of food — but his W (Spirit's Refuge) is the catch: while it's up it blocks your autos and your double-shot passive, so an auto-trade you start into his W is just wasted. Note it does NOT block your Q (Avengerang) or your E shots — those are abilities — so keep chipping with Q boomerang even when W is active. At level 1 you both want to scale, so last-hit and poke with Q. The single worst thing that can happen here is eating an E (Shadow Dash) taunt that locks you out of Heroic Swing and hands the jungler a free kill.
