Urgot cannot trade at level 1 without walking into your auto range, so the second he steps up to CS, land Blinding Shot (Q) and let E Toxic Shot coat his approach. He has no dash to close gap and his Purge (W) only fires while he walks toward you — Q blind cancels every auto and leg-shot in that window, so he loses the exchange entirely. Respect one thing: his Corrosive Charge (Q) slow is a setup tool, not poke — if it lands, he will immediately try to E-flip you. Play slightly back of your usual poke range so Q slow alone cannot put you in his E cast radius. A poisoned Urgot who is also blinded and out of auto range simply takes free damage.
