Level 1 is a non-event for the trade — you have no Counter Strike yet and neither does he, so just contest last-hits and make sure his Q never lands a free-stack cannon minion. Counter Strike unlocks at 3, and that is when the lane becomes yours: when he winds up an Empowered Q to last-hit, pop E to dodge the swing and the autos, recast to stun, and Leap Strike in for a trade he cannot answer — Wither does not exist until 6. Every stack you deny is starving the only thing that makes him scary later.
