Levels 1-3 are a wash and it's frustrating: your whole kit wants him to commit an auto or Parrrley into Counter Strike, and he just sits at Parrrley range and chips you instead. Your E does dodge his pistol shot, but he loses one auto, not his damage, and he can walk onto a fresh Powder Keg to free-hit it down before it arms. Take W by 3 so a Leap-Strike-into-Empowered-auto is real burst IF he ever steps up, last-hit safely, and do not Leap onto a keg or a minion next to him — you'll just eat a barrel detonation for the trip. No all-in exists yet; farm and respect the poke.
