Level 1 is a wash — you both want level 2, so don't contest with one ability; just deny his last-hits and stay out of Barrel Roll (Q) range for nothing. The trap is his displacement: Counter Strike only DODGES basic attacks, and Gragas hurts you with spells (Barrel Roll, Body Slam), so popping your E does almost nothing on defense — the stun is the whole point. From level 2-3 his Drunken Rage (W) drink gives him an empowered auto plus sustain that out-trades your pre-stun Leap Strike poke. Your one clean answer is to wait out his Body Slam, then Leap on top of him and recast Counter Strike ON him so the stun lands before he can Cask you off — and last-hit with Leap Strike range otherwise.
