Levels 1 through 3 are a controlled concession — Fiora's Q poke is free because she dashes onto a vital and is gone before your W can apply a second Frost stack. Stand just behind the wave so her Q reach forces her to overextend, last-hit with W shard range, and do not step forward to trade without a full Frost stack already on her. At level 3 you have the Q-W-E chain, but she has Riposte: if she is sitting on the button, opening with Arctic Assault hands her a stun and she gets a full vital rotation on a stunned tank, which is a losing trade. Instead, fake the Q approach to bait the Riposte animation, then immediately chain W into Permafrost while she is locked out of it.
