Level 1 you have no combo and only a single-target Q, so don't contest him — he wants an early bite-and-Q-dash brawl you can't win yet. Just farm with the tip of Blooming Burst and respect that his W heals chunk back. Once you hit Level 3 with Q + E you get your first real window: he has no gap-closer until his Q is leveled, so when he walks up to CS, lead with Tangle-Barbs to root him and unload a double-bloom Q. Dodge nothing here except his E (Sky Splitter) — it's his only point-and-click lock-on, and without it he can't reach you.
