Vlad is one of the weakest level-1s in the game and so are you, so contest nothing at level 1 and just deny his Q (Transfusion) last-hits. He has no Sanguine Pool escape until he points W, so once you hit 3 your Tangle-Barbs (E) into Blooming Burst (Q) re-bloom is a clean chunk he can only heal slowly. Throw E at the angle he last-hits from and chase it with Q the instant the root lands — but never dump your combo into a Vlad who is holding pool, because he will just dip under it and drain it back.
