Levels 1-3 are Ziggs's lane. His Bouncing Bomb arc-fires from a range your Poison Trail simply cannot match, and every Short Fuse empowered auto he lands is free damage you cannot retaliate against. Do not walk up trying to establish a run pattern — he will poke you to half HP before your Mega Adhesive ever lands. Instead hug the back of the wave, last-hit at Q range, and eat as little poke as possible. Your only meaningful interaction this early is if he face-checks or overcorrects: a Mega Adhesive root into Fling can punish an overconfident Ziggs, but fishing for that trade into his safe positioning is a mistake.
