At level 1 you have only Q and must walk to melee range to farm — Singed runs Poison Trail straight through you every time you step up, and his passive move speed means he dictates the distance. Do not chase him into his own trail; use Q to last-hit at the edge of its range and accept the first few levels as a pure farming phase. At level 2 your W root is live but Singed's Fling (E) can toss you directly behind him into the thickest part of the poison cloud immediately after you land the root, so any W cast that does not also have a clear exit path nets you negative HP. The safest early trade is E onto Singed at the wave edge, Q the Flux proc, then back out before he can Fling — never commit your W unless his Fling is visibly on cooldown.
