At level 1 respect that Trundle has Chomp on first blood: his Q bite steals your AD and resets on his auto, making early extended trades risky for you. Farm with Q at medium range and identify whether he opens Chomp or Frozen Domain — if he plants W on terrain he is telegraphing a close-gap attempt, and you can pre-throw an Electro-Harpoon to stop it. Level 2 is your first real window: Q into one E-slow keeps him eating Flamespitter and denies his bitedown. By level 3 with double E available you can run the full pattern — walk Q across him, lead with first E to slow him into the cone, and throw the second E if he tries to run. Never let him Pillar you against your own tower; stay toward river-side of lane so his E cannot pin you between the wall and the pillar.
