By Level 3 with all three basics you can land a meaningful trade — Danger Zone Q into double Electro-Harpoon is a clean chunk — but do not overextend after: he can always disengage on Spinning Slash and regen fury before you can finish him. Keep the wave near your half of the lane so he must walk through your Flamespitter cone to CS rather than the other way around.
