Graves is a ranged skirmisher but he can't pick up the smoke before W and his E dash is a single short hop, so levels 1-3 you simply out-trade him. Bait his E or wait for it to be down, then E in for the Harrier proc, pop W for the attack-speed/move-speed steroid, and stick to him resetting Harrier with autos. Land Q to blind his next shotgun blast — that single missed shell is most of his trade damage. Don't walk into a fresh smoke-screen; if he W's first, back off two steps and let it expire, then re-engage.
