Singed barely lanes against you — he proxies the wave behind your tower, so the E root that's your entire win condition has nothing to hit. When he does step up to W-fling you, that's your one chance: pre-aim Tangle-Barbs at his fling range, root him, then drop a Q bloom on top. Do NOT chase him onto the green poison trail — it ticks magic damage and his passive heals it all back, so you lose every prolonged trade. Last-hit with Q from max range and respect that he's faster than you the moment he wants to be.
