Level 1 is a wash since you only have single-target Q value and she just shoves with her cleave, so concede it and last-hit. Once you have Q + E at level 3, root her and stack Blooming Burst re-blooms on her standing body; her Permafrost passive needs repeated CC on you to bite, and she can't out-poke a re-blooming Q from range.
