Singed at levels 1-3 has only his poison trail and the W fling, and the fling is the entire matchup — if he flings me I get dragged onto his poison and he kites away on his own move speed. So I never hop in with Blooming Blows where he can flip me; I farm with Q from the edge and start the Dream Dust burn from range. The good news is he has to walk straight at me to do anything, and my passive plus Q move speed mean I'm never standing in fling range when he commits. Don't chase his run-it-down bait into his trail.
