Levels 1-3 are mine on tempo — Kassadin is one of the weakest early melees in the game and has to physically walk into me to last-hit, which means he eats Q sweetspots and starts the Dream Dust burn every time he steps up. I stack the outer-edge Q for movement speed and layer Swirlseed (E) to slow him, so my passive keeps me permanently out of his auto range while the DoT ticks. The only catch is his magic-shield passive softens my poke, so I don't expect to kill him — I just chip and deny, never standing still where he could land a free auto.
