Take Cannon Q (Shock Blast) at level 1 and you out-range mini Gnar's Boomerang Throw on turn one, so chip him with the orb every time he steps up to last-hit. Note you only have one ability at level 1: the Hammer-swap armor/MR shred comes online at level 2, so don't expect a full Q-then-swap combo on the opening trade. The lane really opens at level 2 when you pick up Acceleration Gate (E): fire Shock Blast THROUGH the gate so the accelerated orb out-ranges his boomerang and chunks him, and since mini Gnar has no dash he can't dodge it. Just respect the returning boomerang: it deals bonus damage and slows on the way back, so don't stand in its return line while you reposition.
