Favour timeline — who owns each window

StageFavouredWhy
Level 1ZiggsLevel 1 Ziggs has the edge: you hold only Leap Strike with no Counter Strike yet, and he chips you with Bouncing Bombs from outside your reach while your E can't touch a single one of them.
Level 2JaxLeap Strike into an Empowered auto is a sharp burst, and a gap-close onto a minion lets you land a trade his single Bouncing Bomb can't trade back into.
Level 3JaxWith the full Leap Strike + Counter Strike + Empower combo you cross his range, stun him, and out-damage any bomb rotation once you're in melee.
Levels 4-5JaxYour Leap Strike cooldown keeps dropping so you chain the gap-close faster than he can reset his Bouncing Bomb, and since that poke is a spell, not an auto, you out-trade even though your E finds nothing to dodge.
Level 6JaxGrandmaster at Arms grants the Armor/MR steroid that eats his Bouncing Bomb + minefield combo, so when you pop it on the Q-in he can't survive the all-in.
First itemJaxTrinity Force plus Mercs to shorten his minefield slow turns every clean gap-close into a one-rotation kill on a champ with no melee defenses.
Two+ itemsZiggsLate, a fully itemized Liandry's Ziggs reclaims the range war: he sieges you off the wave, zones objectives, and Mega Inferno Bomb reaches you anywhere, so press your lead and end before he gets there.

Early game (levels 1–5)

Level 1 is his window and your worst: you have only Leap Strike and no Counter Strike, and he just lobs Bouncing Bombs from a range you can't answer, so farm at the tip of Q range and accept a little poke. Burn this truth in for all lane: your Counter Strike dodges his AUTOS and stuns, but it does NOTHING to his Bouncing Bombs or minefield, so never sit in E expecting to 'counter' his spell poke. From level 2-3 you flip it: Leap Strike onto the caster minion or a ward to bridge his range, land on him, E-stun, and Empower a hit. His Bouncing Bomb is a ranged spell, not an auto, so your dodge has nothing to punish, and the whole lane becomes closing the gap whenever that Q is on cooldown.
