Level 1 is a coin-flip — he can point-and-click Overload (Q) and you only have one ability, so don't walk up to throw a Noxious Blast he can just root-and-poke you for. Once you hit 2-3 it flips hard: prime him with Q, then Twin Fang (E) the poisoned target so it refunds most of its cooldown and you fire it again before he can answer. The key is his W — sidestep Rune Prison so he can't root you into a free Overload combo, and remember his shield can't out-sustain your stacking poison.
