Level 1 is a wash — Jax auto-trades with E held, and you only have Q or W, not both; match his aggression at the wave and don't give him a free Level 2 with Counter Strike. Keep trades short — poke with Q, back off before E's dodge window completes, and never stay in melee range long enough to eat the full stun burst.
