Favour timeline — who owns each window

StageFavouredWhy
Level 1Even / skillGragas has Q poke and self-sustain at Level 1 but no taunt answer; you have no E yet either — last-hit at blade range and track his barrel, this is a read-the-enemy level.
Level 2ShenShadow Dash is online and Gragas's Body Slam has a real cooldown — taunt him before he can E-in first and your Ki Barrier shield absorbs his Q barrel damage on the way out.
Level 3ShenW+E+Q all running: set the spirit blade in his Q barrel path, dash to taunt him onto it, and W-block his retaliatory autos — he eats your empowered shred and cannot heal through it.
Levels 4-5ShenHis Body Slam and Explosive Cask are both on long cooldowns here and he has no reliable escape from a taunt; keep the wave neutral and force these cooldowns before committing.
Level 6GragasExplosive Cask arrives and Gragas can knock you out of Spirit's Refuge mid-trade or peel your all-in entirely — only engage when both E and R are confirmed on cooldown.
First itemGragasHis AP item spike sharpens Q poke and W shred; he wins extended skirmishes where he controls the spacing and you cannot land Shadow Dash cleanly on a Body Slam-immune target.
Two+ itemsShenSunfire Aegis and Heartsteel bulk absorb his AP burst, and Stand United lets you profit globally even if he holds the side lane — play for objectives and allies, not for a local kill.

Early game (levels 1–5)

At Level 1 Gragas plays around his Q barrel: he lobs it, stands in it to heal, and pokes you while you try to last-hit. Do not walk into his barrel path for a trade — stay at Q-empowered-auto range and let him drain his own mana pool. His Level 1 is purely a sustain-poke affair; your shield from Ki Barrier goes up on every spell use, so casting Q when he pokes forces his barrel onto a tankier target. At Level 2 Shadow Dash comes online and the matchup shifts: if his Body Slam (E) is down, dash in, force him into Spirit's Refuge, and Q through the spirit blade for the empowered shred. He cannot escape the taunt and his W damage reduction does not prevent your auto-attacks from landing through the Ki Barrier return. At Level 3 with W available, place the spirit blade aggressively — set it so his Q barrel trajectory runs through it, taunt him onto the blade, and W-block his auto-attacks while your empowered autos deal bonus magic damage. He will be taking damage and losing the healing he expected; this is your cleanest kill setup window before his AP items arrive.
