Level 1 is pure farming — stay outside his auto range, last-hit with Q at distance, and save your first W entirely. The moment he hits level 2 he has Shield Vault: a point-and-click stun that turns any forward step into a kill if your W is on cooldown. When you reach level 2 yourself your W gives you a counter-threat, but his stun fires faster — trade only when Shield Vault is on cooldown or already wasted on a dodge. At level 3 watch for Aegis Assault: his E spin blocks your empowered Q projectile entirely, so do not burn your W root into a Pantheon spinning in place. Wait two seconds for the block to drop, then chain E-Q-W through the Fluxed wave.
