At level 3 his combo is complete and yours is not punishing enough yet — he can E-pull, Q for the isolation bonus, and heal back damage through W while your Flux cascade needs him to stand still near minions to work. Play the wave, not the man: keep minions between you and his E, use W root to prevent the pull rather than to trade, and save empowered Q for the moment he overextends, not as a damage rotation opener.
