Kayle is genuinely melee before level 6 and has no real escape, so levels 1-3 are your best chance to punish her. Reach the Danger Zone before you commit so your empowered Q does real damage, then land both Electro-Harpoon charges to keep her in the cone. Burn her Crystallize shield if she has it and keep the wave crashed under her tower so she is always at risk of your next trade pattern.
