By level 3 you have Q + E (Tangle-Barbs), so you can threaten a root-into-Q-bloom trade if he steps up to CS, but Path Maker charges through it and answers with a knock-back stun, so throw E only when he has already spent that 14s. Don't waste W (Shapesplitter) early; save it to bait his Q.
