Level 1 you actually own it: chuck Blooming Burst (Q) at Illaoi over the minions and the re-bloom chips her while her only answer is to step onto her own tentacles or eat it. Through Levels 2-3 keep poking from max range and NEVER throw Tangle-Barbs (E) when you're standing in her tentacle field, because rooting yourself there means every tentacle slams you and her Test of Spirit (E) yanks your spirit. Last-hit at Q's edge and respect that her sustain heals the poke back if you let her free-farm on top of her tentacles.
