Levels 1-2 belong to Gnar — mini form's boomerang (Q) and double-hop let him poke you and skip out of anchor range before your Dredge Line is even up, and you have no answer but to soak it and last-hit. Don't throw a desperate Q from max range; if you whiff it the cooldown leaves you naked while he hops on you. Wait for your level 3 spike: once Q + Titan's Wrath + Riptide are all online you can land the anchor, eat the passive root, and shred him with charged W autos before he can reposition.
