Levels 2-3 are your only real foothold: once you have W+Q you can root him onto the spot and Q-knock him, and Sap Magic heals the trade back — so the second he walks up to last-hit, punish. The problem is his Q (Bouncing Bomb) out-ranges everything you own, so if you can't land W you just eat free poke at the CS line. Don't chase a Ziggs who's already burned his Q — he'll W-knock you back and reset to safe range, and you've gained nothing but a health bar of poke.
