Sejuani is an immobile tank with no gap-closer until Arctic Assault (Q) at level 2, so levels 1-3 are pure abuse for you. Cast Piercing Light, then fire the Lightslinger double-tap before she has the stats or Frost stacks to answer — the level 2 trade alone chunks a tank who can only walk up and take it. The one thing to respect is Arctic Assault: 650 range, 18s at rank 1, and if it lands she can stack Frost with Winter's Wrath and detonate Permafrost.
