Sejuani has no burst and no escape, so once your W shotgun shots are online at 2 you out-trade her every time — bait her permafrost chip, then E in, Q the Bear Trap and yank, W the on-hit shots. Your only real respect is her E stun: if she lands the frost stack and stuns you mid-dash you lose the trade tempo, so don't E straight through her when her passive is primed. At level 1 just last-hit and keep Skaarl's mount health full; her percent-HP W nibbles but can't out-damage your remount sustain.
