"Rumble's whole early game is Flamespitter, and the trap is thinking Counter Strike answers it. Your E dodges basic attacks and shaves AoE — but Flamespitter is a sustained magic tick on whoever stands in the cone, not an auto, so E won't make his poke whiff the way it would a melee's. Don't hold E to eat his damage; respect the chip and last-hit at the edge of his cone while his Scrap Shield is up. Your one opening is when he commits Flamespitter with the shield on cooldown: at level 2-3 Leap Strike in, load Empower mid-leap, and recast Counter Strike to stun him out of the channel. He has no dash, so once you land on him he can't peel the lockdown."
