Lillia owns level 1 — she has no committal autos for Counter Strike to punish, just Dream-Laden Bough passive burn and Blooming Blows poke, and your single Leap Strike can't catch a champ already stacking built-in move speed, so farm safe and don't burn Q chasing her. Level 2 is a coinflip: take W and you can Empower a leap-in burst if she face-checks, but she can Q away on her speed. At 3 the lane tilts to you — when she steps up to Q the wave, leap on her with Empower loaded onto the landing hit, then recast Counter Strike for the stun and unload. The thing to internalize: she deals almost all her damage through abilities and DOT, none of which Counter Strike dodges, so E is only a stun-on-contact here — commit it after you've already pinned her, not to "parry" a poke.
