Gangplank's parrley (Q) is the whole problem early — it is point-and-click and one-shots a turret from range, so every H-28G charge you seed at level 1 just feeds his cooldown for a bit of gold. You still own this window because he has no way to dive the squishy yordle yet and your second turret plus its slowing electron beams arrive faster than his powder-keg chain becomes reliable. Stack charges as you hit 2-3 and place turrets on the chokes so their beams slow him while he pokes, and drop a fresh turret next to an armed powder keg (E for him) so he must detonate it early or whiff the chain entirely.
