Teemo's blind (Q) is the entire matchup — it turns off your auto-applied Vital strike AND the guaranteed crit on your E (Bladework), which is most of your trade damage, so do not step into auto range hoping to land a Vital he can just blank. At Level 1 he out-pokes you with poison darts and there's nothing to parry into a stun (his E slow and blind aren't immobilizing effects, so Riposte can't flip them), so just last-hit at max Q-Lunge range and eat a little chip. Levels 2-3 are your only real opening: bait the blind on a meaningless poke, and the moment it's on cooldown Q-Lunge to a Vital, E for the slow-then-crit, and reset Q off the proc before his passive move speed carries him out of range.
