Levels 1-3 are your window. Lucian only has Piercing Light and his Lightslinger double-shot, and without autos to chain it his early trade is thin, so step up, Q to the marked side for the true-damage Vital chunk, and take the heal. Bait his Q poke, then Lunge in on the Vital side; your passive heal makes his early all-ins unprofitable. Hold Riposte for actual damage — it blocks his burst and slows him, but note it will NOT stun him, since Lucian has no immobilizing ability to parry. Don't chase past the minion line into Ardent Blaze range, that's where his move-speed kite starts.
