Shen's whole early defense is W — Spirit's Refuge — a zone he drops on himself that blocks basic attacks, and since Camille's Q (Precision Protocol) lands as two empowered attacks, that zone shuts your core DPS off. At Levels 2-3 your one real window is forcing a Q-recast true-damage burst while his W is down on its long cooldown; if W is up, the trade does almost nothing, so don't throw a Q he can just stand in W and eat. His E (Shadow Dash) taunt is short-range and on a long cooldown early — respect it, but it isn't yet a kill threat.
