Jax has no Counter Strike at level 1, so concede the first level and farm — he out-trades you in melee range before your second passive shot is reliably online. At 2-3 you get your real window: throw Avengerang at max range and let your passive second-shot chip him, but the second he raises E (Counter Strike) STOP autoing, because every auto and second-shot into it gets dodged and charges his stun.
