Rumble owns levels 1-3 here and you have to respect it. With only Q before you get Shroud, you have no way to go invisible and deny his aim, so once he revs into Danger Zone (50% heat) his Flamespitter (Q) cone pours empowered magic damage on you while you reach for last-hits. Don't walk up to throw your max-range Q kunai fan into a champion already sitting in Danger Zone — eat the CS off the cone's edge and accept some chip. His Electro-Harpoon (E) slows you and re-casts to double that slow, so never step forward without an escape angle or you get pinned in the cone. There's no kill pressure for either of you yet; just don't fall behind the burn.
