Favour timeline — who owns each window

StageFavouredWhy
Level 1ShenShen's Q (Twilight Assault) empowers his first two autos before you have any Frost stacks, so he wins the level-1 auto exchange cleanly every time.
Level 2ShenHis Shadow Dash (E) taunt plus Spirit's Refuge (W) synergy comes fully online at level 2 — every trade you take goes through an auto-blocking window you cannot avoid.
Level 3ShenYour Q+W+E stun chain arrives at level 3 but he always gets to initiate with taunt-into-W first, taking his auto block before your Frost stacks can accumulate.
Levels 4-5ShenLevels 4–5 he freely wins short trades: Q empowered autos, E taunt into W auto block, walk out ahead — you have no reliable counter-pattern and his cooldowns reset faster than his lane HP drops.
Level 6ShenAt level 6 his global Stand United matches your teamfight reach; you cannot farm safely AND threaten kills because he can cancel any cross-map priority his R reserves for his team.
First itemEven / skillSunfire Aegis lets Immolate stack Frost passively, partially bypassing Spirit's Refuge, and you are durable enough to survive a straight trade — the matchup compresses and this is your narrowest window.
Two+ itemsEven / skillAt two items neither tank dies in a 1v1 and the game is decided by whose ultimate lands first in a 5v5 pit fight — Glacial Prison multi-man stun is your only real edge over his global utility.

Early game (levels 1–5)

Shen wins the level-1 scrub instantly — his Q (Twilight Assault) empowers two autos with on-hit damage before you have a single Frost stack. Walk up to last-hit only, never auto-trade on the wave. At level 2 he can Shadow Dash (E) to taunt you and immediately pop Spirit's Refuge (W), blocking every auto you land for the full taunt duration; your Frost-stack combo needs autos to function and he just negates them entirely. At level 3 your Q+W+E chain can theoretically stun him, but he gets to initiate with E into W first — you take the taunt damage and his auto block THEN try to stun him as he walks away healthy. Take Doran's Shield and Second Wind, accept that these three levels belong to him, and save your HP for the gank that will decide the lane.
