At level 1 neither of you has a real kill threat — sit at max auto range, apply Frost with autos, and last-hit safely; she has no kill pattern yet either. The moment she hits level 2 everything changes: Ambessa's W is a dash that deals heavy damage on contact and she will immediately use it to blow up your passive Permafrost stacks before you can build them back up. Do not waste Arctic Assault trying to knock her up — she will simply dash sideways through it and punish the cooldown. At level 3 she has her full W-dash-into-extended-combo ready; stand just far enough that her W lands on a minion, not you, and only attempt the Q-W-E Permafrost chain if she overshoots and is standing still.
