At Level 1 he is just a slow melee with a poison toggle — short Q trades are free as long as you walk out of the trail immediately. The danger starts at Level 2: Singed players will intentionally let you start a combo and then E-fling you mid-chain so you land behind him, sprinting deeper into poison. Land your W stun FIRST to lock him in place before committing Q2 and Q3, and the moment the stun ends hit E-Valor to dash out of the trail rather than chasing the kill. He has no way to answer a full Q-W-Q-E-Q sequence if you do not gift him the fling, so Level 3 is genuinely yours.
