Sejuani is an immobile tank with no dash, so your Solar Snare root and Q poke can punish her every time she steps up for a CS — that's your level 2 window, and it's real. But she does not care about chip the way a bruiser does: she stacks resists and her passive Permafrost is always charging. Never auto into a fully-stacked Permafrost or her next hit stuns you, and respect that her E (Arctic Assault) can charge through minions to land that stun if you stand on the wrong side of the wave.
