Volibear is a slow immobile target pre-6, so this is exactly the body you abuse — hit him with max-range Q (Thundering Shuriken) every time he steps to last-hit and stack Mark of the Storm. The trap is his W (bite): it slows and heals him, so never trade standing inside its range. Bait him to walk up for a W, then E-in on contact for the mark and back out, or W-activate (Electrical Surge) on already-marked targets to pop the third-stack stun on an overstep. His passive heal at low HP means your chip won't kill — it sets up the level-6 all-in.
