Sejuani has no ranged tool at levels 2-3, so your Q (Twofold Hex) out-and-back chips her for free while she can only answer with autos. Spirit Abjuration heals back whatever her Frost-stacking autos chip off you, so you win the war of attrition as long as you stay spaced. The one thing that flips it is her E stun: she stacks Frost on you with autos and then her E locks you, so poke from outside her auto range, don't walk into her stacks, and keep W (Across the Veil) ready to break the setup. Stay disciplined and she literally cannot win the level-1-to-3 exchange.
