Pantheon owns these levels and you have to respect it — his point-click Shield Vault (W) stun into an empowered Spear Shot (Q) is a real all-in that lands before Spirit Abjuration has stacked enough healing to carry a trade. Do not step up to throw a Twofold Hex he can answer by stunning you mid-animation, and watch his Aegis Assault (E): when he holds it toward you it eats your Q and autos from that direction, so a face-up trade does less than you think. Last-hit at the very tip of your Q, eat a little spear poke, and just survive to level 4 — your sustain wins the long game, not the level-2 fight.
