Level 1 is his — with only Q and a single passive shot you can't crack a sustain tank, and stepping up risks eating his Q knockback into his own saplings. From level 2-3 it tips your way: your passive second shot plus Q out-range his saplings, so chip him from max distance — but Akshan's E (Heroic Swing) needs terrain to hook onto, so only step up where there's a wall behind you to swing off. The thing to respect all lane is his W root-dash: if it lands on open ground with no wall near you, you're stuck for his Q follow-up and your E has nothing to grapple. Keep your spacing wide and bait the W before you throw a Q.
