Rakan can't do much without his W Grand Entrance connecting, and you own that interaction: hold W Steadfast Presence and the instant he dashes in you cancel the engage and knock him away, or catch him with E Heroic Charge into terrain. Shove with Q Hammer Shock to keep him off farm and poke with P Iron Ambassador shields for free. His Q Gleaming Quill sustain only heals if he lands the poke, which is hard when he's busy respecting your anti-dash. His leap is a dash, so the stop-dash cancels his entire engage if you hold it. Fight along the lane edge so your own charge finds terrain, and commit only once his mobility is already spent rather than while he can simply leave the exchange.
