Hwei has excellent range and burst but is entirely immobile — no dash, no blink, just long cast times on most of his kit. If you weave through minions and use W stealth to approach, you avoid the bulk of his poke and can punish him hard once you're in range. He's very squishy in the early game, so a clean E flip into full combo often just kills him outright before level 6.
