Level 1 is a neutral farm phase — Poppy has no dash but her Hammer Shock zone slows and then explodes if you try to fight in melee range, so open with cautious W pokes at maximum range and do not walk up to auto. At level 2 the real danger begins: Heroic Charge is point-and-click movement toward you and will pin you against a wall for a full stun if there is terrain anywhere behind you, which is true on nearly every part of the top lane. Position toward the center of the lane at all times to deny the wall-pin, and only throw E when she has already burned Heroic Charge on a minion or a bad angle — landing your root when she still has Charge up just means she walks through it and stuns you mid-pull. Level 3 does not flip the lane despite giving you W: Poppy's Steadfast Presence passively gives her armour and MR that climb as her health drops, and your combo gap is short enough that she can Charge during your W windup if you are close enough to root. Accept that levels 1-3 belong to her and treat every trade as fragment fishing, not kill hunting.
